Don’t read further if you don’t want my explanation …
I strongly suspect that the down-votes are from people who don’t realize Chowder is a special-needs rescue, and who object to the kind of over-breeding that results in breeds that are now practically synonymous with “health issues”—for example, brachycephalic breeds such as Pugs, French Bulldogs, and English Bulldogs, all of which are noted for developing breathing problems, and which mostly cannot give birth naturally (pups are usually delivered by Caesarian section). Another example is “teacup” breeds. Toy breeds are already susceptible to over-breeding. Teacups are by definition over-bred.
Chowder is, apparently, loved, appreciated, and appropriately cared for in her own right, but if her internet popularity results in people deliberately breeding other chihuahuas to have pups like Chowder (with some or all of Chowder’s special-needs health issues), then IMO that would be a tragedy born of cruelty and heartlessness.
I am very glad Chowder has humans who appreciate and care for her, and see the beauty of her spirit. But I also understand why others might find her appearance disturbing.
There were some comments on the Reddit thread along those lines, too (though I didn’t know the backstory; I kind of assumed she was likely a rescue…but of course some people always assume the worst of those who post pictures of their special needs animals).
There was also comment (which led me to go look her up) pointing out that whoever posted the picture on reddit is not her owner; she has her own threads in the Chihuahua subreddit. And an Instagram, of course, which describes her as

For me, it’s a respect issue. The photographer is simply an accessory after the fact.
Would a good parent dress up their special needs child as a similar-looking comic book /movie character?
Would they try to gain notice for (themselves) their special-needs child on social media, using the child’s ‘differences’ / appearance (with or without costumes) as the draw?
Yes, I know, some parents do. But is that the sort of person we want to ‘boost’?
Given a say, would either the dog or the child consent? Would the animal’s/child’s lack of awareness of what was happening…make it okay?
I don’t care if it was Hallowe’en. If a child’s ‘differences’ made them look like, say, Mr. or Mrs. Shrek, would a good parent take advantage of that visual similarity and dress them as that character, for the sake of…I don’t even know….laughs? I hope (rather than believe) not.
For me, an animal deserves no less respect than a child, or an adult human. That’s my personal belief, and it’s quite near the top of the list, and for me it is exactly that important and ‘serious’ (hence this risky post). ymmv

Setting aside that animals can’t consent to anything, from surgery to being pets in the first place, they emphatically aren’t human. Trying to speculate whether they’d be ok with being insta stars if their neurology was completely different is just going to project ourselves onto them. It makes no more sense to say “what if this dog were a child” than it does to say “what if I were a dog.” She’s not, and I’m not; they’re completely different situations. And at the end of the day, a special needs chihuahua has precisely as much understanding of instagram as a normal chihuahua. I just don’t accept that posting pictures of a healthy mutt for the world to see would be respectful, but we must hide away beloved pets for being different. Right up until it starts encouraging deliberate poor breeding or otherwise causes harm, they’re interchangeable situations.
You’re as entitled to your opinion as I am to mine. I’m just offering a different perspective.
I think Chowder is beautiful, and she proves that you can rock a cosplay even if you don’t have Hollywood looks. I don’t wish health problems on any animal or human, but everyone should be able to enjoy their fandom by doing things like dressing up their pup, themselves, or their kids (provided dog or kid isn’t being traumetized).
