I think outside of North America, in times past, all little girls learned to knit, whether they wanted to or not. I’ve read about a knitwear designer in maybe Sweden who had to knit 2 inches every day before she could go outside for play.
The doll on the right seems to be wearing the same outfit as the little girl.
I love this photo too! and I would not be surprised if the child was knitting. My mom had me doing needle point at 4, (with a big needle and special cloth – but still) and I learned to crochet at 6 or 7. The Latvian mittens (I’m still knitting!)? The author describes girls starting their trousseaus at five – knitting mittens. Apparently the tradition was to have a pair of mittens for every member of the future groom’s family and more besides, when they got married, at 16.

There is another picture of her where her knitting belt is visible. That picture was on Cute Overload (or should I say Cute Overlord) a very long time ago.
I remember a commenter lamenting that she had not seen this picture before, as she had published an article about knitting in Shetland not long before.
