I love a dog in a uniform (meh about men wearing them.) Btw, those are Toronto police and judging by the amount of red being worn I am guessing that is a Canada Day event.
I would say you are right about it being a Canada Day event, I can see part of a flag in someone’s hand in the bottom right corner and since we are not a big flag waving country for no reason it would make sense.
